In a letter to President Mahmoud Ahmadinejad, the Supreme Leader of the Islamic Revolution Ayatollah Khamenei announced the general policies of the Fifth Development Plan.

These general policies are within the framework of the Twenty-Year Strategic Plan, and are focused on promoting justice and progress. The general policies of the Fifth Development Plan include 45 articles and are divided into cultural, scientific, technological, social, economic, political, defense, and security plans.
